bcm27xx: align and enable hwmon/thermal symbols

- Enable CONFIG_HWMON and CONFIG_THERMAL_HWMON on all subtargets.
- Drop kmod-thermal from bcm2712.
- Add CONFIG_SENSORS_RASPBERRYPI_HWMON generic symbol.
