introduce a new logic to handle release numbers when a significant change is made on a package:
- release packages get a "patch level" added to their release number, this last one being incremented on every change ;
- trunk packages should always get their release number incremented.

By default OpenWRT's /var is a symlink to /tmp.
This is unusual under GNU/Linux but justified by the unusual
circumstances of limited flash space and lifetime. But there is
no reason for OpenWRT packages to presume that /tmp and /var
are always interchangeable.
The patch below fixes the cups package so that it behaves better
when used on a system with a proper /var area.

Creating directory /var/log/sysstat during install is wrong, as it will corrupt the symbolic link /var -> /tmp
The directory is already created dynamically from the init script.
