dropbear: allow to use with xinetd

with xinetd allowed+blocked (ipv6) hosts could be set
what is not possible with stock dropbear package

The file size increased 12 Bytes, so this "opimisation" did not really helped.
Within a compressed storage format it is 0..

ipk: 111.171 -> 111.361 = 190 bytes
bin: 215.128 -> 215.140 =  12 bytes
