Always enable CONFIG_BLK_DEV_THROTTLING on !SMALL_FLASH devices rather than just enabling it on bcm27xx. Enabled CPU bandwidth provisioning for FAIR_GROUP_SCHED on !SMALL_FLASH devices as CONFIG_FAIR_GROUP_SCHED is already enabled and becomes more useful for cgroups with that option enbled as well.
