armsr: armv8: enable NXP i.MX8MQ/P USB phy

Support for 'fsl,imx8mq-usb-phy' is needed for USB to work
on NXP i.MX8MQ and i.MX8MP platforms.

Tested with a Google Coral "Phanbell" board.
