Add KERNEL_KEYS_REQUEST_CACHE option.
'tristate' (ie. module builds) are not valid in Config-kernel.in, hence
remove tristate KERNEL_ENCRYPTED_KEYS. It will be readded as a kernel
module in a follow-up commit.
