build: image: explicitly pass --rootfs to append-ubi

Rootfs is now optional in ubinize-image.sh and
requires --rootfs flag instead of just passing the
rootfs image as the argument before ubinize opts.

So, simply add --rootfs flag before the $(IMAGE_ROOTFS).
