kernel: Activate CONFIG_SYN_COOKIES for all targets

Some targets deactivated CONFIG_SYN_COOKIES, for unknown reasons, use
the default setting from the generic configuration which activates
CONFIG_SYN_COOKIES.

This should prevent SYN flooding.
