realtek: Add GPIO support for RTL930X and RTL931X

We add support for the RTL930X and RTL931X architectures
in the gpio-realtek-otto.c driver. Since we do not want to patch
the patch, we move the driver itself to
drivers/gpio/gpio-realtek-otto.c
