sched: Preserve the nice level over sched_setscheduler() and sched_setparam() calls

sched: Preserve the nice level over sched_setscheduler() and sched_setparam() calls

Previously sched_setscheduler() and sched_setparam() would not affect
the nice value of a task, restore this behaviour.
