perf tools: Make __hpp__fmt() receive an additional len argument

perf tools: Make __hpp__fmt() receive an additional len argument

So that it can properly handle alignment requirements later.  To do
that, add percent_color_len_snprintf() fucntion to help coloring of
overhead columns.
