perf stat: Add 'target' argument to perf_evlist__print_counters()

perf stat: Add 'target' argument to perf_evlist__print_counters()

Add 'struct target' argument to perf_evlist__print_counters(), so the
function does not depend on the 'perf stat' command object local target
and can be moved out.
