Tegra186: mce: fix trivial MISRA defects

This patch fixes MISRA defects for the MCE driver.

* Using logical NOT for bool type function
* Using MPIDR_AFFLVL_MASK << MPIDR_AFFINITY_BITS replace
  MPIDR_CLUSTER_MASK
