quagga: update to version 1.1.1 (#541)

Makefile changes:
- Use HTTPS everywhere
- Reorder some things to have it in sync with other packages
- Fixed SPDX License Identifier
- Added PKG_LICENSE_FILES
- For checksum use SHA256
