[packages/boost] level up, fix several issues

 - level up to version 1.49.0
 - package boost-chrono
 - package boost-locale
 - package boost-random
 - package boost-timer
 - add myself as maintainer
 - add dependencies among themselves
 - fix python include path (python2.6 -> python2.7)
