bus: mvebu-bus: Provide inline stub for mvebu_mbus_get_dram_win_info

In preparation for allowing CONFIG_MVNETA_BM to build with COMPILE_TEST,
provide an inline stub for mvebu_mbus_get_dram_win_info().
