perf stat: Move 'interval_clear' to 'struct perf_stat_config'

perf stat: Move 'interval_clear' to 'struct perf_stat_config'

Move the static 'interval_clear' variable to 'struct perf_stat_config',
so it can be passed around and used outside the 'perf stat' command.
